Others have launched with retail only and later added mobile. The distinction between online and retail is one of the most important factors in understanding a state's sports betting market.

How Geofencing Works

Every legal mobile sports betting app uses geofencing technology to verify that the user is physically located within state borders before allowing a bet to be placed. This is a federal requirement — the Wire Act prohibits interstate sports wagering, so operators must ensure bets originate within the state where they are licensed.

Geofencing uses a combination of GPS, Wi-Fi triangulation, and cell tower data to determine location. Most operators use GeoComply, the dominant geolocation compliance provider, which processes billions of location checks annually. The technology is accurate to within a few meters, though users near state borders may experience issues.

Retail Sportsbook Experience

Retail sportsbooks are physical locations where bettors can place wagers in person. These are typically located at:
